no problem visible here on testing with chrome or chromium.
Which browser are you using?
I expect that your browser is incorrectly/accidentally blocking javascript.
Try resetting your browser settings to default, close, re-open and try again.

I was about to ask "Ad-blocker?" when I hit reply, then I noticed a real lag between hitting reply and the reply box rendering with the menu at the top.
For a moment there was just a text box.
I think there is a widespread lag that is causing the problem that you see.
It should resolve itself overnight as the white-hats gets the upper hand again.
