clean the active projects list.

i think it is time to retire some of the projects from the active list. its getting a little long which is great but we can condense it some by removing projects that have not changed in 3 months or more. if nobody is running the project even paratically we should drop it..

I can see Chessbrain and DHEP but rumours fly around about those two getting ready to start again soon.
And then, according to Murphy's Law, the minute after Ototero removes them they become active and running again.
