I just remembered the other quick solution for this.
create a blank text file (eg"blank.txt") in another folder
now go into the file manager & change the filename to the same name as the file you want to remove (note that this requires "show known suffixes" to be anabled in Windows Explorer otherwsie you end up with a file called eg "badfile.exe.txt" becasue windows keeps the txt sufix on the end)
Then copy the file and paste it into the folder that your bad file is in.
Select yes to overwrite the file.
Now you should be able to delete it because the new version of the file contains nothing and is owned by you.

I had to use a similar DOS command line technique about 2 years ago when Norton's wouldn't remove an active virus - except I had to change the file attributes before I could delete the files. It took me two frustrating days to figure out how to get rid of those cursed files.
