In modern BOINC, if you install BOINC as a service, it will not see the GPU.
But Collatz (using SP) sees the GPU, and MilkyWay (the only GPU project that needs DP) does not...
..If I were Chris I'd change back to BOINC 7.0.24

Your AMD OpenCL is not installed. This can be because another vendor (nVidia or Intel) already installed an OpenCL version.
When you do not need that, uninstall the OpenCL on your system and re-install both APP SDK and Catalyst, taking care that both install OpenCL 1.2
