Impact of PCIe Speed on Gaming Performance
Puget Systems have published an enlightening test result on the comparisons of PCIe speeds:
Our testing has pretty clearly shown that for gaming using either PCI-E 2.0 or PCI-E 3.0 will give you nearly identical performance. Oddly, in some benchmarks PCI-E 2.0 was actually faster than PCI-E 3.0. At the same time, x16 was not consistantly faster than x8. Again, x8 was actually faster than x16 in many cases. So unless you care about getting up to 1.5 FPS better performance, you might actually want to manually set your video cards to operate at x8 speeds - although we really would not recommend doing so.

that makes perfect sense to me ? just because there is more available bandwidth does not mean its going to be utilized. the 2.0 may be faster if the block size was intended for 2.0 bandwidth

It may also mean that you do not need to fear to place four video cards into one mobo, all doing x8, in terms of performance.
BOINC-wise, one can also ask oneself which project profits from PCIe 3.0 x16 vs PCIe 2.0 x8, anyone willing to test this?

To test this one would have to try it with a project that would make continuous transfers of data between RAM and GPU to the point of bottlenecking it, which probably no project does because projects that run on GPU will make the most use of its graphics memory first and only access RAM when needed.
We would need some sort of synthetic benchmark application to really push the bandwidth limits of PCIe 3.0 x PCIe 2.0

Want to bottleneck a system? Try running six OpenCL WUs at a time!
(Tell your three GPUs they can handle two WUs each, and see your system get strangled)

But is it strangled because of the OpenCL processing or the raw amount of data being transferred up and down?

At some point the only processing that goes on is the six OpenCL WUs -though the CPU WUs keep going, for each second they run the remaining estimated time grows with at least the same amount, effectively they're standing parked.
